EU leaders are in Brussels for a special meeting to discuss a common position on the economic crisis ahead of the G-20 summit at the end of the month. Among various measures, they are expected to call for G20 "sanctions" against banks that splurge Bbillions on bonuses. A draft declaration puts the onus firmly on US President Barack Obama to match his sharp message to Wall Street with action.
