Ecuador declares war against drug violence

Thousands of troops and police are on patrol in Ecuador after violence by drug cartels killed at least 16 people. A manhunt is underway for a fugitive gang leader. Scores of prison staff are being held hostage by inmates and a state of emergency is in force.
